Spatial Operations and Public Safety Platform
Public-safety operations depend on information moving quickly between people, systems, departments, and places.
Dispatch may know one part of the situation. Officers in the field may see another. Cameras, drones, vehicles, citizen-provided information, incident records, and other authorized sources may each contain useful information without necessarily creating one shared operating picture.
Spatial Operations and Public Safety Platform is a developing Corbeau initiative exploring whether location can serve as the common reference connecting those separate pieces.
Central Question
How can a location-based platform bring fragmented information together, show what is happening in real time, and help dispatchers, officers, and other departments coordinate their work more efficiently?
Developing Concept
The initiative is exploring how GIS and location-based information might connect:
Dispatch information
Personnel locations
Asset and vehicle locations
Public input
Cameras
Drones
Incidents
Field activity
Operational risks
Departmental responsibilities
The underlying idea is that separate information becomes more useful when leadership and authorized personnel can understand where events are occurring, how they are moving, what resources are nearby, and which people or departments are connected to the same situation.
Geotracking and proximity rules are among the concepts being considered. These may potentially help nearby personnel understand where an event is moving without relying exclusively on spoken street names or fragmented updates.
Operational Memory
The initiative also explores whether time-stamped movement data could help preserve factual information associated with an incident.
For example, movement information may potentially support an event map or help prefill factual route details while still requiring officer review and narrative.
The broader question is whether systems can carry more of the operational memory that experienced personnel currently hold mentally.
If useful, that could potentially support:
Post-incident reporting
Event reconstruction
Pattern recognition
Training
Resource coordination
Preservation of experienced personnel’s operational knowledge
The goal is not to remove human judgment. It is to examine whether the system can carry more of the information burden so people can use their judgment where it matters most.
Potential Decision Value
A more connected operating picture may help agencies examine whether fragmented information is creating unnecessary delay, duplicated communication, limited situational awareness, or dependence on individual memory.
The initiative is still being shaped. Its value must be tested against real public-safety workflows, technical requirements, privacy and security concerns, operational realities, and the needs of the people expected to use it.
